Safety management systems facility description

All three elements must be linked to one another. For example, the facility description will provide technical information that provides the basis of the formal safety assessment and the safety management system. Similarly, the safety management system will define what information should be included in the facility description. 

The Facility Description provides information needed to verify that the design and operating philosophies are consistent with the Safety Management System and the assumptions and outputs of the Formal Safety Assessment. In addition to a description of the facility itself, the Facility Description should also discuss interactions with existing and planned facilities. 

The events summarized in Table 2.1 are described in the remainder of this chapter. The purpose of the descriptions is merely to provide enough information to put the events in the context of what went wrong with the facility s safety management system. More detail is, of course, available in the one or more voltuninous investigation reports written for each incident. 

In essence, the safety case is a documented description of the hazards that the operator of a system/facility faces and the means employed to control those hazards. It is the systematic and structured demonstration by a company to provide assurance, through comprehensive evidence and argument, that the company has an adequately safe operation. The company will have identified and assessed the hazards and safety risks and be able to demonstrate that they can manage them to levels which are as low as reasonably practicable.
