The audit/inspeetion form that you should use ean be developed from the safety plan. A qualified person should examine the safety plan and eome up with a eheeklist that should serve as an audit/inspeetion form. Allowanees should be made to inelude items not speeifieally noted in the safety plan but that may be observed during field walk-throughs. Certain highly pertinent seetions of what OSHA uses when performing a eomplianee inspeetion of hazardous waste sites is ineluded in Appendix D. It should be appreciated that a waste audit forms the vital activity of data col-lechon and investigation of the current condition of the factory and its activities. The use of workplace inspections makes it necessary to have or develop written safety and health audit instruments. These instruments need to be tailored to meet the specific needs and intended purposes. Those using audit instruments need to be trained on their use and application. This means that they should be able to identify the hazards that are recorded on the audit form and must understand the workings of the workplace, process, equipment, etc., that they are to audit. These completed instruments are a record and documentation of one facet of your safety and health effort. A written sample safety and health audit policy is found in Figure 7.4. Placing too much emphasis on injury-producing events but not focusing on potentially serious close call incidents can result in unreliable effective assessments. Rather than relying solely on injury rates or other postevent assessments, organizations could use a broader hazard control audit process. In many ways, environmental audits are the easiest and most acceptable type of evaluation. In fact, regular environmental or housekeeping audits are already standard practice at most companies. The other operation was called repackaging. This operation received bulk chemicals in tank wagons or rail tank cars and either placed the chemicals in a storage tank or immediately drummed them into smaller containers. Whatever was repackaged would be placed into storage and distributed using the distribution operation. Both of these operations were under my supervision and shared the same physical location therefore, I was tasked by corporate management to perform the standard corporate safety audit on these two different operations. With the diversity between the two divisions, the use of one audit form just did not seem to fit. [Pg.194]

In retrospect, this company should have customized the audit form for each operation that would have fit the particular safety concerns of that operation. The corporate management did not want to deal with different audit forms they wanted consistency. They believed that using one audit form was the fair way to judge one facility against the other. What might have been an alternative would be to offer one type of audit for the repackaging operations and another audit for warehousing/distribution operations. The comparison then would have been closer to the apples to apples comparison. [Pg.194]
