Safety Evaluation Methods and Procedures

National Safety Council s objective is to determine and evaluate methods and procedures that prevent accidents and minimize injury and economic loss resulting from accidents. This model is expected to be able to serve as a new tool for determining the level of navigation risk throughout a ship s entire route area in real time, more quickly and more easily than is possible using other navigation safety evaluation methods. The procedure developed in this study can be used by vessel traffic service centers and port safety authorities to evaluate the navigation safety level of a ship route in real time. 

Different organizations have variations for the appUcation of system safety methods and procedures. Military Standard 882 (MIL-STD 882) addresses an approach for mishaps and risks encountered during the development, testing, production, use, and disposal of systems, subsystems, equipment, and facilities. Those engaged in military acquisitions have used the procedures in MIL-STD 882 for a long time to identify, evaluate, and mitigate mishap risks to an acceptable level.

There is an urgent need to evaluate the analytical procedures in current use, not only with respect to the reagents, instrumental costs, and analytical parameters, but also in the context of their adverse effect on the environment. The continual development of new solventless sample preparation methods is a good example of activities in this field. Indeed, recent years have witnessed particularly rapid progress in the development of these techniques,36 37 which provide higher yields, better sample cleanup, cost effectiveness and chemist safety, and are also less harmful to the environment. 

Failure rates for both equipment and peoples responses are assigned and the frequency and severity of a TOP Event can be calculated. Should the risk be found to be unacceptable, additional process safety hardware or additional procedures can be recommended. Then, calculations can be made to determine the benefits of the additional hardware or procedures. The Fault Tree Analysis method of evaluation is very sophisticated and a detailed explanation is beyond the scope of this book. 

There has never been a more exciting time in Toxicology. Never before have we had such a wealth of new ideas and concepts pumped in by the basic sciences, such a multiplicity of new methods and approaches, such sophisticated and sensitive analytical procedures. Our problem is to assimilate and apply all these opportunities, which bid fair to revolutionize the classical approaches to safety evaluation. Hence an even greater source of concern may be expressed thus will we be afforded a breathing-space to develop the new tests to a satisfactory point, before they become a part of government regulation ...
