Responsible Care Management System RCMS

Comparisons between OHSAS 18001 and the new Responsible Care Management System (RCMS) Technical Specifications are expected. While the RC14001 specifications do add health and safety to ISO 14001, there are other topics included in both RC14001 and the non-ISO RCMS specification. 

So, what are the conclusions looking at established management system audit results such as ISO 14001, new approaches, and even the inclusion of security as part of the recent certification audits to the American Chemical Council s (ACC) Responsible Care Management System (RCMS) and RC14001 Technical Specifications ... 

Numerous respondents expect to use the Responsible Care Management Systems (RCMS) framework to implement and manage sustainability, but believe that no significant changes to existing programs would be necessary. As many analysts and some respondents have noted, Responsible Care does not address many of the areas covered by sustainability. 

Annual report copies of the 1999 annual report, 1999 annual review and 1998 CER were received. The annual report includes a section on safety, health and environment in which it discusses SH E expenditure and liabil ities, and refers to ICI s Responsible Care Management System (RCMS). 

EMS the annual review states that the main process by which ICI manages SITE issues and seeks to meet its objectives is the Responsible Care Management System (RCMS) . While the RCMS is stated to comply with the US and UK Responsible Care codes, ISO 14001 and the ICC (International Chamber of Commerce) Business Charter for Sustainable Development, it is not of itself a recognised environmental management system, and therefore a no score has been awarded. 

In the United States, those companies that have adopted Responsible Care are required to use approved third parties to conduct the certification audits at their headquarters and selected facilities. Companies have the option of being audited against ACC s Responsible Care Management System (RCMS ) Technical Specification or the RC14001 Technical Specification, which contains all of ISO 14001 s requirements as well as additional Responsible Care elements. 

The ACC s Responsible Care Management Systems as well as EMAS systems include requirements for the public reporting of performance information. RCMS reportable metrics already include some economic measures for some organizations. Public reporting of performance information can increases transparency and facilitates stakeholder involvement. Organizations that use RCMS or an EMAS system can seek expansion to address sustainability by publicly reporting social and additional economic metrics and information.
