Another major impediment is that resource recovery facilities must compete with landfills in most communities. Most of these landfills fall far short of satisfying even reasonable protection against pollution of ground waters and threats to public health and safety. Further, few communities account for the full cost of land disposal. The value of land used as a landfill disposal facility will diminish greatly as it reaches capacity and must be closed. Few municipalities reflect this decrease in value in calculating disposal costs. Sometimes... [Pg.20]

The East Bridgewater facility (also serving Brockton), was built with an incinerator, (conventional except that it has bag filters for emission control), and as an alternate disposal means, a Resource Recovery facility. In 1972 CEA entered into an agreement with Arthur D. Little (ADL) to develop processes for emission controls from stationary sources and also for treatment of Municipal Solid Wastes. [Pg.145]

Type II industrial systems represent a transitional stage where resource recovery becomes more integral to the workings of the industrial systems, but does not satisfy its requirements for resources. Manufacturing processes and environmental processes are integrated at least partially. Whole facility planning is at least partially implemented. [Pg.4]

In 1975 CEA joined with Occidental Petroleum (OXY) to build the Bridgeport RR Facility under contract with the Connecticut Resource Recovery Authority (CRRA), entirely with private funds, OXY had planned to produce a product essentially like ECO-FUEf I, but the new technology prevailed Bridgeport was designed and built by CEA using a second-generation ECO-FUEI II process. [Pg.147]

The EPA, like any other regulatory agency, sets standards (laws) and then checks to see that the laws are obeyed. It must enforce the Clean Air Act, the Clean Water Act, and Resource Recovery and Conservation Act (solid waste control). One way it does this is by monitoring industrial sites to determine if the site is deliberately releasing pollutants into the environment. Operators, instrumentation and analyzer technicians, and maintenance personnel working in refineries, petrochemical, and manufacturing plants are responsible for the proper operation of their equipment and proper performance of their duties so as to keep their facility in compliance with environmental standards. These employees will receive training on... [Pg.264]

The EPA I.D. Number is a 12-digit number assigned to facilities covered by hazardous waste regulations under the Resource Conservation and Recovery Act (RCRA). Facilities not covered by RCRA are not likely to have an assigned I.D. Number. If your facility is not required to have an I.D. Number, enter not applicable. NA, in box a. If your facility has been assigned EPA Identification Numbers, you must enter those numbers in the spaces provided in Section 3.8. [Pg.35]

This section provides an overview of the engineering technologies and applications that are currently applicable to the study and remediation of releases of hazardous wastes and constituents from RCRA (Resource Conservation and Recovery Act) facilities and those sites which parallel Superfund sites. Activities which would be termed removal actions or expedited response actions under CERCLA (Comprehensive Environmental Recovery-Cleanup and Liability Act) are also covered in this section. Information presented in this section represent excerpts from document EPA/625/4-89/020 (September 1989). [Pg.109]
