Renting attention

Special attention should be drawn to the complicated problems existing in the Russian-Ukrainian relations in the Black Sea. The most acute for the Ukrainian side is the problem of the presence of the Russian Black Sea Navy on its territory. Regardless of the treaty concluded between these countries, under which the Russian Navy is entitled to rent navy bases on the territory of Ukraine in Crimea until 2017, the Ukrainian side advances newer and newer demands concerning actual location of forces and means of the Russian Navy on its territory. Such a policy pursued by the Ukrainian side and spearheaded to sharpening of bilateral relations in the region is an attempt to consolidate its cooperation with EU and the USA at the expense of the relations with Russia. In its relations with the EU, Ukraine sees the perspectives of political cooperation overlooking here the issues of political stability in a wider geopolitical context. 

As may be noted, major advances in the development of preparative rentes for tetracoordinated quinquevalent organophosphoms compounds occurred in the late nineteenth and early twentieth centuries. In more recent times, owing to increased applications and potential applications for derivatives of phosphonic and phosphinic acids, including biomedical regnlation, pest control, flame retardation, and biochemical mechanistic exploration, among others, increased attention has been given to approaches for the preparation of such materials. 

One area of attention is the potential formation of a gas cartel similar to OPEC. Concern for maintaining a secure supply of reasonably priced natural gas, which until now has taken a back seat to its oil sister, will increasingly be viewed as a vital national interest. In the past, gas users have feared interruption in vital gas supplies for a variety of reasons such as contract disputes between Algeria and its customers (see Hayes, 2006), to political unrest in Indonesia (see von der Mehden and Lewis, 2006) to transit country risk such as Ukraine and Belarus for Russian exports (see Victor and Victor, 2006). In addition to supply interruption fears, major gas-consuming countries or regions worry that a key exporter such as Russia (to Europe) or group of exporters could exercise monopoly power to extract inflated rents for their product. 

At the time of referral, Trevor also reported being unhappy in his personal life. He was not in a stable or long-term relationship. He stated that he did have a serious relationship with a girl a few years previously, which lasted several months, but she ended it because she felt he was not paying her enough attention. Since then, he reported that he had not found the time to meet new people or develop a social life because his work took up most of his time. He was living in rented accommodation and had no specific hobbies or non-work-related interests or activities. 

The aluminiun complexes bearing nitrogen-based bidentate or tridentate ligands have recently attracted much attention in fine chemical synthesis and even more in polymerization reactions [57-64]. The synthesis of polyesters by alkoxy aluminum catalyst is attracting a considerable ciu-rent interest. The salalen aluminum complexes 59-63 were prepared (Scheme 6.12) and used for ROP of LA (Table 6.9) [65]. 

In January 1945, meanwhile, Estes called the attention of a CWS procurement conference to the terms of the Erie Basin contract, terms which enabled the contractor "to pay higher salaries, buy 500,000 worth of equipment from an affiliate, and within half a year write off half of his shell production facilities, in addition to paying 250,000 rent to another affiliate. These remarks attracted the attention of Brig. Gen. Charles E. Loucks, Chief, Industrial Division, OC CWS, who had been making some observations on his own on the "fantastic prices in the Garsson contracts, General Loucks deputized Colonel Sanson of his staff to review those contracts for the purpose of revising them downward, and early in 1945 this was done. ...
