The United States Copyright Office furnishes a wide variety of circulars and pubHcations on all aspects of copyright, as well as registration forms. AH may be obtained from the United States Copyright Office, Library of Congress, Washington, D.C., 20559. 

Development procedures, instructions, guidelines, and registration forms. These items are mentioned separately because specific procedures, insfructions, handbooks, and guidelines must be developed for different CQP principles or steps. However, it is important that all people who work with these tools comply with stated procedures. Therefore it is important to consider whether the procedures and other tools are easily available, understandable, sufficiently detailed, and feasible whether employees are committed to the procedures and whether the procedures should be prepared by the parties involved and/or by an external organization. 

Typical questions that need to be answered are whether the CQP-based system is well designed (validity), whether activities (procedures, instructions, completion of registration forms) related to the monitoring system are executed properly (verification), and whether conditions (checking temperatures, concentrations, and other quality attributes) of processes are really achieved (production process verification).

Certain physical and chemical properties of the samples are useful to the biologists who test them, so the registration forms provide room to note them. Water solubility is an example. Measuring this solubility, however, may not be required if the biologists test the samples as solutions in other solvents or as suspensions. However, the biologists practices and requirements vary from time to time. 

Spectrometric properties allow succeeding chemists to recognize the sample and provide an evidentiary trail that patent lawyers can easily follow in the case of a patent dispute. In the registration form, therefore, submitters note the kinds and numbers of the spectra they or others recorded. A structural drawing and the chemical name complete the form.

Bulk E-Mail. As with postal mail, there has been an upsurge in spam or junk E-mail, where companies compile bulk lists of E-mail addresses for use in commercial promotions. Because most of these lists are compiled from online registration forms and similar sources, the best defense for remaining off these bulk E-mail lists is to be selective as to whom E-mail addresses are provided. Most newsgroups keep their mailing lists confidential if in doubt and if this is a concern, one should ask.

The MCS-150 and MCS-150B are identical through question 29, however, carriers that haul extremely dangerous hazardous materials must file an MCS-150B. It is a combination of the carrier registration form and the application for the Hazardous Materials Safety Permit (HMSP). The HMSP continues on page 2 of the form and includes questions 30 through 35.
