Reformulated gasoline program

Because of the reformulated gasoline program introduced by the U.S. government to amend the Clean Air Act in 1990 to reduce emissions from vehicles, oxygenates such as MTBE, ethyl-tert-butyl ether (ETBE), and tert-amyl methyl ether (TAME) were favored as some of the components to increase the octane number of gasoline. In 2002, there were over 60 MTBE units and 10 TAME units worldwide. Methyl-tert-butyl ether is now phased out in California and possibly banned in the United States nationwide because of its discovery in groundwater. Public concerns about air quality led to the passage of the Clean Air Act in 1970 to amendments to that act in 1977 and 1990. The 1990 amendments contained seven separate titles covering different regula-toiy programs and include requirements to install more advanced pollution control equipment and make other changes in industrial operations to reduce emissions of air pollutants. The 1990 amendments address sulfur dioxide emissions and acid rain deposition, nitrous oxide emissions, ground-level ozone, carbon monoxide emissions, particulate emissions, tail pipe emissions, evaporative emissions, reformulated gasoline, clean-fueled vehicles and fleets, hazardous air pollutants, solid waste incineration, and accidental chemical releases. 

The power plant was installed for demonstration testing at UTCFC s facilities in South Windsor, Connecticut. A California Phase II reformulated gasoline (RFG) fuel was used throughout the test program.

RFG was implemented in two phases. The Phase I program started in 1995 and mandated RFG for 10 large metropolitan areas. Several other cities and four entire states joined the program voluntarily. In the year 2000, about 35% of the gasoline in the United States was reformulated.
