Planning permission

It will always pay to consult with the local planning authority. Advice is given in the local authorities Planning Policy Guidance Note No.7 which in paragraph Cl 1 states

A Local Authority said that he would strongly oppose planning permission for construction of a WATER reservoir in this area unless the most stringent precautions were followed. Open ponds were certainly not acceptable. What would prevent people falling in them What would prevent the contents from leaking out At the very least the WATER would have to be contained in a steel pressure vessel surrounded by a leak-proof concrete wall. 

In the House of Commons yesterday, the Home Secretary was asked if he wouldprohibit the sale of this lethal new material. The Home Secretary replied that, as it was clearly a major hazard, Local Authorities would have to take advice from the Health and Safety Executive before giving planning permission. A full investigation was needed and the Major Hazards Group would be asked to report. 

In the view of local authorities it is normally assumed that farm-gate sales only cover unprocessed goods produced on that farm. It is ancillary to the use as a farm and therefore does not require specific planning permission. If the product is labelled or described as organic it must, regardless of the size of the operation, meet all the requirements of UKROFS and Trading Standards. 

An envirotunental statement is required under planning legislation in certain countries for all electricity generation projects and consultation with appropriate organizations may be necessary as part of the procedure for obtaining planning permission.

Planning permission. Government regulations and restrictions relating to mineral developments should be assessed at an early stage as they may rule out some deposits and present severe problems with others. Conversely, grants may be available in development areas.

In 1947 the Town and Coxmtry Planning Act was passed. This required all new landfill sites to obtain planning permission. The new legislation did not apply to existing sites and there was still no consideration of managing leachate or gas emissions from sites and no effort to control the types of waste accepted. 

Identify hazards and risk levels at pre-construction phase to decide on necessary control measures, then include details of controls in pre-tender safety plan. Construction phase safety plan should contain full details of measures to be taken and checked on regularly. Written risk assessments must be available. Planning permission may impose conditions such as noise and working hours restrictions, also delivery hours. Environmental section of safety plan must be reviewed for completeness. Access and security arrangements including fencing need attention at an early stage. 

Local community. Here, the interests are in the firm as a local employer, with a reputation for civic responsibility and long-term commitment to the region as an employer and as a ratepayer. Failure to deliver against such interests may lead to environmental disputes and difficulty in obtaining planning permission.
