The purpose of regulation is to protect the public from the risk of nuclear power. PSA make it possible to express the risk numerically. However, NRC regulations have been pro.scriptive to achieve an unknown risk level. Clearly too much regulation that destroys the industry is not desirable and too little may fail to protect the public. A possible solution is the use of PSA in regulations. Such has been resisted because of the uncertainties on the other hand there are uncertainties in proscriptive regulation but no attempt is made to express them quantitatively. The following condenses material from Murphy (1996) to reflect NRC thinking on this subject. 

Thus, although there is a lack of formal guidance in Japan, it is apparent that there is a considerable degree of concordance with the regulatory principles established elsewhere. Approval is not proscriptive, is based on the data for individual cases and the applicant is required to justify their reasons for developing a racemate if that is the case. 

Without chemical reaction our world would be a barren planet. No life of any sort would exist. Even if we exempt the fundamental reactions involved in life processes from our proscription on chemical reactions, our lives would be extremely different from what they are today. There would be no fire for warmth and cooking, no iron and steel with which to fashion even the crudest implements, no synthetic fibers for clothing, and no engines to power our vehicles. 

This situation is true for virtually all areas of pediatric clinical pharmacology. Of prescription drugs marketed in the United States, 80% are not approved by the FDA for use in children (29). The situation has changed little in the past 20 years. In 1973, 78% of the 2,000 prescription medications listed in the Physician s Desk Reference had labeling with proscription against their use in children. The same was true in 1992. Of the 53 new drugs approved in 1996, 37 were approved for the treatment of conditions that occur in children as well as adults, yet 30 of these drugs were approved only for adults. 

The emotions are very closely linked to some of the aspects of culture that I have outlined. I mainly emphasize two aspects. First, not all cultures recognize or conceptualize the same emotions. Even if (as I conjecture) the emotions themselves are universal, it does not follow that they are universally recognized. Second, when an emotion does belong to the conceptual repertoire of a culture, it can also become the target of prescriptive or proscriptive social norms, leading either to more or to less frequent occurrences than one would otherwise have observed. 

For somewhat over seventy years, the structural proscription against bridgehead double bonds known as Bredt s rule has provided a guiding principle for strained molecules. More precisely, it is suggested that bicyclo m.n./ alk-l-ones are destabilized for small, but nonzero, m, n and p. The enthalpy of formation of three such species is available54 from hydrogenation calorimetry. These are the isomeric bicyclo[3.3.1]non-l-ene (22a), bicyclo[4.2.1]non-l-ene (22b) and bicyclo[4.2.1]non-l(8)-ene (22c), bicyclo[4.2.1]non-A18-ene) with gas-phase enthalpies of formation of 31, 74 and 50 kJ mol-1, respectively. These three numbers alone inadequately address the issue of bridgehead destabilization because the alicyclic carbon skeleton is not the same for all three olefins.

This third prevention model is the most basic in principle. It takes a moral stance in addressing substance-use problems. The guiding theme is that if there is no use of the substance, then there can be no problem. If a person does use the substance, that use is not seen as a societal problem but instead as a product of a person s character flaw. The goals of the proscriptive model are prohibition of availability and abstention from use (Skirrow Sawka, 1987). 

The proscriptive model has been applied to both alcohol and other drug use. The most important application to alcohol use was Prohibition in the United States from 1921 to 1932. fhe model has been applied more consistently in the context of drug use, however. For decades there has been a strong pro.scriptive approach to... 

An example of the application of the proscriptive model of prevention in the United States was Prohibition (1921-1932). Public reaction to Prohibition was mixed. Although the proscriptive model remains popular with some, it has not made any significant contribution to the prevention of substance-abuse problems. It is well known that Prohibition was less than successful in alleviating problems associated with alcohol use, and other substance-use problems also have continued. Perhaps the major difficulty with the model is that it is too simple to tackle a complex problem. 

A third model of prevention is the proscriptive approach, which focuses on prohibiting the availability of substances and emphasizes abstention from drug use. The most common substance-abuse prevention interventions have been education and the use of mass media. Most states now require alcohol and drug education in school curricula. 

The proscriptive model of prevention, which involves prohibiting the availability of drugs and promoting abstention from use, has proven to be the most effective of the three major models of prevention.
