It is incumbent upon the toller to develop and follow internal management systems as appropriate to support business needs, production needs, process safety, environmental responsibility, and worker health. The selection process should have considered whether or not satisfactory systems are in place. Nevertheless, the contract or auxiliary documents may be the vehicle used to help ensure that the system reviewed is the system actually used for completing the toll in question. Within the process safety management system, the management of change and training elements are essential subsystems.

A related limitation of the model program approach is that these "transplants" rarely take full advantage of opportunities to link PSM into other company systems, for example, using existing human resources systems to manage process safety-related training.

Identified hazards can either be reduced at the root (e.g., reduction of inventory) or by introduction of protective systems (e.g., automatic emergency shutdown). The increased understanding of the chemistry and the process that is obtained from hazard evaluation procedures provides guidance for many other elements of process safety management as well (e.g., procedural instructions, emergency strategies, personnel training, and preventive maintenance). 

Look around the bookshelves. There are many good recent books and articles on Chemical Process Safety theory and procedures. These texts offer sound advice on identifying chemical process hazard analysis, training, audits, and guidelines books addressing the elements of OSHA s Process Safety Management Law. However, only a few people such as Trevor A. Kletz offer many authentic case histories that provide opportunities to learn fundamentals in process safety.

In the United States, the OSHA standard 29 CFR 1910.119 Process Safety Management of Highly Hazardous Chemicals requires that a hazard analysis must be carried out for any process involving certain listed chemicals (see Appendix A of the standard) or involving more than 10,0001b (4535.9 kg) of flammable gas or liquid. Employers must involve employees in the hazard analysis, and it must be made available to employees and updated at least every 5 years. Employees and contractors must be trained in safe work practices associated with the identified process hazards. Eull details of these and other legal requirements as well as descriptions of the information that must be included in the analysis can be found in the standard. The first major element is Employee Participation [29 CFR 1910.119 (c)]. This requires that affected employees (those who could be affected by an incident) not only have access to pertinent Process Safety Management information, but also be allowed to provide input to its development and use. It is expected that affected employees will be trained in the standard s content. Many companies not only welcome employees input, but also involve them in the development and management of the individual elements. It is expected that all employee participation in PSM implementation will be documented. ... 

Evaluate each task to determine if the task will require a written procedure. Factors that determine if a task requires a written procedure can be the frequency, criticality, and complexity of performing the task. Other factors can include regulatory requirements such as the OSHA 1910.119 Process Safety Management Rule procedure requirements. For example, starting a simple pump may not require a written procedure because it is a very simple task that people are trained to do from memory. However, starting a compUcated pump with many auxiliary systems or a pump that is critical to safety may require a written procedme to ensure the pump is always started correctly.
