The US pollutes more, absolutely and per head, than any other country (it also produces more wealth). Its greenhouse emissions have raised by more than 11% since 1990 its Kyoto commitment was to reduce them by 6%. It is the only country to have signed the protocol and then to have repudiated it. President Bush said in March, 2005 the US would not ratify Kyoto, because he thought it could damage the US economy and because it does not yet require developing countries to cut their emissions. His domestic and foreign critics think the US will lose economically by staying alone. [Pg.92]

President Bush s recent budget request (October 17, 2001) proposed spending 509 million to speed the development and acquisition of smallpox vaccine in order to reach any American potentially exposed to the virus in a potential bioterrorist attack. Currently, more than 15 million doses of smallpox are available. The additional funds will allow the department to stockpile as much vaccine as needed to protect the nation in the event of an outbreak of smallpox. [Pg.360]

Under the new administration, this section of TSCA has come under the scrutiny of Vice President Bush s task force on regulatory relief and the Office of Toxic Substances is placing a high priority on efforts to develop more cost-effective means for achieving industry compliance with OTS policies. In addition to fostering voluntary actions by industry wherever possible in lieu of formal rules, these effects include elimination of unnecessary burdens on industry in complying with mandated TSCA requirements. [Pg.20]

Methanol also seems to biodegrade quickly when spilled and it dissolves and dilutes rapidly in water. It has been recommended as an alternative fuel by the EPA and the DOE, partly because of reduced urban air pollutant emissions compared to gasoline. Most methanol-fueled vehicles use a blend of 85% methanol and 15% gasoline called M85. Building a methanol infrastructure would not be as difficult as converting to hydrogen. While methanol can be produced from natural gas, it can also be distilled from coal or even biomass. In the 1980s, methanol was popular for a brief time as an internal-combustion fuel and President Bush even discussed this in a 1989 speech. [Pg.85]

Example A Washington, D.C.—Once again it was rumored that President Bush is downright afraid of signing the Fair Housing Bill. Clearly, he is too frightened to take any kind of constructive action. [Pg.89]
