No Child Left Behind Act

In 1997, President Clinton devoted one-quarter of his State of the Union address to education and issued a Call to Action for American Education. Among the several ambitious goals he set for the nation was to have a well-prepared teacher in every classroom (Clinton, 1997). President Clinton s successor, George W. Bush, also recognized the need to improve the quality of teaching and learning for all children. President Bush s No Child Left Behind initiative had a strong focus on mathematics and science (No Child Left Behind Act of 2000).

This chapter concludes with descriptions of two federal consensus reports critical to children s school-based mental health and the newly reauthorized Elementary and Secondary Education Act, the No Child Left Behind Act of 2001. Each contains sections pivoted to the advancement of school-based mental health for children and adolescents. Given the recency of mlease of the reports and passage of the legislation, however, their potential is largely untapped. 

The No Child Left Behind Act of 2001 (H.R. 1), which was signed into Public Law No. 107-110 in January 2002, is the reauthorization of the Elementary and Secondary Education Act of 1965, which had been previously reauthorized in 1994. In particular. Titles IV and V contain sections with high relevance to school mental health (No Child Left Behind Act, 2001).
