The above definitions are equivalent only for wave functions which satisfy the Hellmann-Feynman relationship for electric field variations, for example, MCSCF wave functions. Limited Cl and CC wave functions do not satisfy the conditions of the Hellmann-Feynman theorem, and properties calculated using the above two definitions are therefore different for these wave functions.
