Political Implications

The sociopolitical consequences of increased commitment to nuclear technologies which represent only 5 percent of world energy, raises questions of democratic decision-making to safeguard the environment and health and safety of the general public (Holdren, 1976). Some ask if it is worth the price. Research on the social and political implications identifies the crucial contrast between vulnerable and nonvulnerable technologies, and between technological waste and social waste. 

In a short final synthesis, we briefly discuss the political implications of the various different regulation schemes and the present heterogeneity of Europe as regards co-payment practices. 

While the virtual nature of dematerialization that we are currently facing was not necessarily anticipated by Lucy Lippard, Germano Celant, and other critics who used the term specifically with regard to the art market some thirty years ago, it seems essential to invoke its current usage for its broad political implications and the ambivalence it suggests in any relation with objects, whether art objects or pure commodities. 

Niels Bohr was a physicist, not a chemist. I devote a chapter to his life because he was the scientist who explained why Mendeleev s periodic table had the properties it did. Widely known as a soccer player in his youth, Bohr became the most influential physicist of the first half of the twentieth century. His life, too, was touched by political events. A Jew living in occupied Denmark, Bohr had to flee the country to avoid arrest by the Nazis. In 1939 Bohr discovered a theory that explained nuclear fission, and suggested that uranium 235 could be used to make a bomb. Though he played only a minor role in the American atomic bomb project, Bohr was the first to ponder the political implications of the bomb.

But when the excitement wore off, Pauling and many other scientists were left with difficult questions. They began gathering in small groups, in private homes and faculty clubs, to talk about the social and political implications of the new bomb. A few dozen of these devices, delivered...

The international strategic and economic-political implications of these varying strategies are many. To the extent that we emphasize the use of nuclear or chemical and biological weapons, the more we are likely to place ourselves in the position of having to use them or back down at the next crisis, and the less well prepared we may be to fight a limited war. It is a touchy subject, not because the story makes psychiatrists in Nazi Germany look bad. That has been accepted and dismissed as an abuse of psychiatry. Rather, it is a touchy subject because it highlights the dramatic similarities between pharmacratic controls in Germany under National Socialism and in the United States under what is euphemistically called the free market. ... 

Occasionally some more exotic alternatives to get rid of radioactive waste are mentioned, such as disposal into the earth s ice caps or into outer space. They may look promising at first sight. Studying them in greater depth, however, makes obvious that there may be insurmountable problems. Both ice-cap disposal and disposal into outer space do not seem safe as yet and have political implications that will be hard to resolve.
