Personnel productivity

The CDC-NIH document describes, in detail, the different uses of the different classes and types of BSCs and the type of protection (personnel, product, and environmental) each type provides. The document also provides a detailed comparison of filtration (air cleaning), airflow pattern (into the cabinet from the room or from the supply duct), and necessary performance tests (leak, velocity profile, differential pressure, etc.) for each type of BSC (see also Simons ). 

Since global specialty chemicals companies already operate sites in most relevant countries, average personnel costs per full-time employee can be established relatively easily. However, location-specific adjustments of the number of operators required to run a production line/plant are required. Firstly, different degrees of automation are usually deployed in developed and developing countries. This aspect is to some extent included in the plant type definition via personnel requirements that depend on the degree of automation. However, even for technically identical plants the number of operators required per shift usually differs between developed and less developed countries due to different levels of personnel productivity. These personnel (production and quality) shall not report to each other. Each person shall have suitable scientific and technical skills and not less than ten years experience in their areas. 

The production manager should have full authority and responsibility to manage production of products covering operations, equipment, production personnel, production area and records. Additionally the production manager should have other responsibilities relating to quality which he should share with the quality control manager.

It is certainly true that some goals can be achieved with relatively little planning.
