The problems of the Laboratory of Neonatology are unique and distinct in many details from those of the general clinical chemistry laboratory. This requires a separate operation coordinated with the operation of the Pediatric Department of the hospital. It requires a highly sophisticated Chemist at the doctorate level as supervisor, trained in this area to insure that the results are meaningful and to supervise and accelerate the development of the techniques in this area. In the rescue response following a major earthquake, the operations focal point is the On-Site Operations Coordination Centre (OSOCC). The OSOCC is established close to the LEMA and as close to the disaster site as is safely possible. It provides a platform for the coordination of international responders and LEMA. The Reactor Operations coordinator is required to provide status of work to the control room supervisor about 1 hour prior to the end of the shift. The test coordinator is to return work packages to the control room supervisor at least 1/2 hour prior to the end of the shift for turnover briefings to the oncoming shift personnel. The system status notebook is to be up to date and included in the shift turnover process as described in ROSI III.3, "Shift Assignment/Turnover" (Reference 4). ROSI III.3 requires the Shift Manager to brief the shift prior to turnover. This will ensure that operations personnel are aware of equipment and system status.
