Observation of behavior

To combat attacks with fast-acting agents in the terminals, continuous visual surveillance of densely populated areas and observation of behavior patterns may be as useful as any detector. The TSA should study the feasibility of the widespread deployment of surveillance cameras in populated areas, coupled with behavioral-pattern-recognition software, as an alternative to chemical agent detectors. Such cameras could also provide a dual-use value in improving the overall security environment. Further studies in sheep of the effect of correction of iodine deficiency by iodized oil injection at 100 days gestation (end of second trimester) revealed only partial correction of the effect on brain strucmre by the end of gestation (Potter et al.y 1984). This requires follow-up with observations of behavior and neurological stams into the postnatal period. Such studies could also be carried out in marmosets (primate model) with greater relevance to humans. However, the finding in sheep is consistent with observations in humans that the injection of iodized oil in the latter half of pregnancy may not prevent cretinism in the infant (Pharoah et al., 1971). Similar observations have been made by Cao et al. (1994) in China.

A morals instrument aims to uncover the learner s morals. Information about the learner s morals can be obtained through observation of behavior that is displayed and self-reports through administering a questionnaire. The results of observations and questionnaires provide information about the morals of the learners.

Our hypothesis is that direct observation of behavior is most directly related to the quality of the supervisory system. Implementing a program of observation and feedback represents a powerful way of improving that supervisory process, albeit with a cost that may be quite high as well. However, as Krause suggests, observation of behavior alone is not sufficient to drive improvement in safety performance.
