HSPD - 19 Combating Terrorist Use of Explosives in the United States. Establishes a national policy, and calls for the development of a national strategy and implementation plan, on the prevention and detection of, protection against, and response to terrorist use of explosives in the United States. 

Peter Zapfel, Ph.D., European Commission, holds academic degrees from the University of Business and Economics in Vienna and the John F. Kennedy School of Government at Harvard University. He has been with the European Commission since 1998, first for two years in the DG for Economic and Financial Affairs, and since 2000 with DG Environment. He has represented the Commission as a delegation member in UN climate negotiation sessions. He is responsible for the economic assessment of climate policy. This comprises the development and quantitative assessment of cost-effective strategies and instruments to implement the EU climate policy objectives. He has been involved in the Commission s work on emissions allowance trading since 1998 and the work on national allocation plans in the implementation of the Emission Allowance Trading Directive. Since May 2005 he has coordinated the DG Environment s EU ETS team. 

A CDC is not able to assess the level of threat of a terrorist nuclear attack. However, for many years CDC has participated regularly in emergency-response drilLs where we have worked closely with other federal, state, and local agencies to develop, test, and implement extensive national radiological emergency- response plans. 

In line with reasons developed by Baker and Carapinha, Kinsley Wilson and colleagues also accept the premise that the state is primarily responsible for ensuring access to essential medicines. They suggest that countries should develop a National Drug Policy (NDP) and accompanying implementation plans. Countries need to establish adequate processes as far as the registration, selection, procurement, and distribution of drugs are concerned. 

For example, under the Stockholm Convention, only four Asian country parties have prepared national implementation plans, so far. With respect to the Rotterdam Convention, only seventeen countries have notified the import responses under the prior informed consent schemes of the Rotterdam Convention. Likewise, just twenty-one countries reported on the trade of hazardous wastes under the Basel Convention as of 2006. Indeed, Asian countries need to take actions necessary to implement relevant chemical related conventions at the national level. 

The areas of interest in the field of emergency planning and response are the sections concerning State Implementation Plans (SIPS) and those for die National Emission Standards for Hazardous Air Pollutants (NESHAPs). 

In 1996, the National Transportation Safety Board (NTSB) was assigned the role of integrating the resources of the federal government with those of local and state authorities and the airlines to meet the needs of aviation disaster victims and their families. As a result, the Federal Family Assistance Plan for Aviation Disasters was developed and implemented. This plan describes the airline and federal responsibilities in response to an aviation crash involving a significant number of passenger fatalities or injuries (NTSB, 2006, 2007).
