The most valuable attribute of the laboratories is the vast human and physical resources that can be called upon to solve national problems of great complexity and scope. However, without a national problem or crisis on the horizon, as was the case in the 1990s, the vast funding needed to tnaintain this national resource comes into question. And since the laboratories are all funded almost exclusively by federal dollars, the ultimate customer is the U.S. taxpayer, a taxpayer who asks What have I received for my investment Wliat can I hope for in the future ... 

The National Institute of Environmental Health Sciences (NIEHS) is the principal federal agency for biomedical research on the effects of chemical, physical, and biologic environmental agents on human health and well-being. The most recent study was conducted by CC Technologies Laboratories, Inc. (circa 1999 to 2001), with support by the Federal Highways Administration and the National Association of Corrosion Engineers, International. The results of the study show that the (estimated) total annual direct costs of corrosion in the United States are 276 billion, i.e., about 3.1 percent of the U.S. Gross Domestic Product (GDP). The Institute of Medicine was established in 1970 by the National Academy of Sciences to secure the services of eminent members of appropriate professions in the examination of policy matters pertaining to the health of the public. The Institute acts under the responsibility given to the National Academy of Sciences by its congressional charter to be an adviser to the federal government and, upon its own initiative, to identify issues of medical care, research, and education. Dr. Harvey V. Fineberg is president of the Institute of Medicine.

The second milestone event in the USA in the 1990s was passage of the Food Quality Protection Act (FQPA) in 1996. The goal of the FQPA was to assure a reasonable certainty of no harm as a result of exposure to pesticides for all US population groups. The FQPA incorporated into federal law the major recommendations of the 1993 National Academy of Sciences (NAS)/NRC report, as well as the recommendations of a 1987 NAS/NRC report entitled Regulating Pesticides in Food The Delaney Paradox (National Research Council, 1987).
