Multi-establishment facilities

A covered multi-establishment facility must make chemical threshold determinations and report all relevant information about releases and waste treatment associated with a listed chemical, even from establishments that are not in SIC codes 20-39. EPA realizes, however, that certain establishments in a multi-establishment facility can be, for all practical purposes, separate business units. Therefore, individual establishments may report separately, provided that the total release is reported for the whole facility is represented by the sum of releases reported by the separate establishments. 

An auxiliary facility is one that supports another facility s activities (e.g., research and deveiopment iaboratories, warehouses, storage facilities, and waste-treatment facilities). An auxiliary facility can take on the SIC code of another covered facility if its primary function is to service that other covered facility s operations. Thus, a separate warehouse facility (i.e., one not located within the physical boundries of a covered facility) may become a covered facility because it services a facility in SIC codes 20-39. Auxiliary facilities that are in SIC codes 20-39 are required to report it they meet the employee criterion and chemical thresholds for manufacture, process, or use. Auxiliary establishments that are part of a multi-establishment facility must be factored into threshold determinations for the facility as a whole. 

If the test facility claims to be GLP-compliant but is located in a country where there is no authorised body responsible for GLP monitoring, i.e., a national GLP compliance program, the Study Director needs to be assured that the facility (including the archive, if used) does operate in compliance with GLP principles. This can be achieved by conducting a pre-study QA test site inspection or by a review of documentary evidence, e.g., notice of adverse findings and subsequent responses, or Establishment Inspection reports. The Study Director should ideally discuss the above with QA personnel and send copies of any documentary evidence used to the Quality Assurance Unit (QAU) for inclusion in the QA multi-site study file. 

Last not least, there is a great variety of proprietary lO-design software that has been developed at research facilities and university institutes. E.g., at the TU Delft the S-matrix oriented software Photonic CAD was established several years ago, an innovative 10 design framework based on Hewlett Packard s Microwave Design System. Actual academic work e.g. addresses modes of bent waveguides, BMS-3D" ° is a quite new bend mode solver of the IRE, Prague, or FDTD-schemes with non-uniform grids, a topic of special importance to improve computational efficiency when multi-scale feature sizes are requested, to name a few of recent tasks, only. 

Following the above approach, the correlative multi-scale CFD reduces the computation cost by transforming information over a range of scales into meso-scale models. With these works, it seems feasible to establish a numerical experiment facility to consider thoroughly the... 

The second objective for model applications is the test of complex chemical mechanisms used for multi-phase model applications related to chamber experiments. An established chemical code for interpretation of chamber studies that can be applied to all facilities increases the quality of the whole infi-astructure and offers new possibilities for solving open questions of interest for the European researchers community. 

An important attribute of flow analysis started with the advent of computer facilities in the laboratory. The Government recommends the establishment of assistance centres for the provision of a focus for assistance during and after a terrorist incident. These centres are also intended to provide a venue for the dissemination of available information, a suitable place for the gathering of mass forensic samples and access to the facilities required by victims and their families. The emphasis is on a single, coordinated multi-agency approach. Facilities available should include welfare, counselling and health care (first aid), accommodation and transport advice, legal, insurance and benefits advice.
