To achieve this goal, top management must delegate authority, as necessary, to all management and supervisory levels. Supervisors in turn, as advised by the health officer, must accept and interpret the policy and actively support it. A supervisor, for example, must ensure that each of his or her employees understands the properties and hazards of any material that is handled, stored, or used by them, and takes all necessary precautions and follows established work procedures. An employee must make an effort to be aware of the hazards associated with toxic materials and follow the procedures laid down for their handling.

Each bag or container of raw materials should be identified with a unique code, lot, or receipt number. This code should be used in recording the disposition of each lot. Raw materials will be held under quarantine until they are sampled, tested, and released. Raw materials should be carefully handled and stored to avoid any contamination or cross contamination. When bagged and boxed raw materials need to be stored, it must be done so in adequately cleaned buildings that are free of infestation by rodents, birds, insects, and other vermin, and the building should be maintained. A controlled environment may be necessary to avoid microbial contamination or degradation caused due to exposure to heat, air, or light. When the raw materials are stored outdoors, the containers should be adequate for the outdoor storage. 

The peel, internal membranes, ruptured juice vesicles and seed residue remaining after juice extraction represent the raw material for production of dried citrus pulp. This residue, in its wet state, contains 75-85% water and ferments or sours readily because of the presence of soluble sugars. The difficulty of handling this wet material necessitates dehydration to a moisture content in the range of 107. water. Once dried, if proper precautions are taken to maintain dry conditions, the product may be handled, stored, and shipped in a manner similar to other dry feed stuffs. 

Such treatment results in a residue that is salt-based, e.g., magnesium sulfate from sulfuric acid. Thus, dry chemical agents should be readily available in areas where such materials are stored and handled, for example, tank track transfer sites. The application systems or equipment for application of dry chemical agents should have their locations marked. These areas should be kept clear, marked, and inspected periodically in the same manner as fire extinguishers. 

Material handling can start with delivery of bulk plastic to the plant that can be by trucks or rail cars. Trucks typically carry 1,250 ft3 (36 m3) of material. Most often the truck has a positive displacement-pumping unit or the user supplies a pressure system to the silos. Rail cars can store up to 5,200 ft3 (148 m3) in 4 or 5 compartments with user providing unloading systems to the silos. Unloading costs are largely determined by the throughput required.
