Line responsibility, management practices

Non Devolved Assets. To provide engineering and maintenance service to all engineering assets classified as non devolved, these in practice being those not the responsibility of a Line Engineering Manager. 

The personnel responsible for the collection and analysis of incident data vary in different organizations. One common practice is to assign the responsibility to an investigation team which includes the first line supervisor, a safety specialist and a plant worker or staff representative. Depending on the severity of an incident, other management or corporate level investigation teams may become involved. 

In practice, the industidal criticality safety specialist functions as a member of a team, each member playing a well-defined role. Ultimately, of course, safety responsibility rests with line management of the operation. Changes in the facility, process equipment, or procedures that could involve criticality safety are formulated by operations and engineering personnel with qpropriate inputs by the criticality safety specialist.

This principle was discussed in Chapter 5 as a potential barrier to safe work practices. The fact that people often follow top-down rules without regard to potential risk is alarming. This puts special responsibility on managers and supervisors who give daily direction. These front-line leaders could signal, even subtly, the approval of at-risk behavior in order to reach production demands. People are apt to follow even implicit demands from their supervisor to whom they readily delegate responsibility for injury that could result from at-risk behavior.
