This chapter describes the implications of STAMP on operations. Some topics that are relevant here are left to the next chapter on management organizational design, safety culture and leadership, assignment of appropriate responsibilities throughout the safety control structure, the safety information system, and corporate safety policies. These topics span both development and operations and many of the same principles apply to each, so they have been put into a separate chapter. A final section of this chapter considers the application of STAMP and systems thinking principles to occupational safety. 

Everyone who has ever accepted a team or committee assignment knows the frustration of fuzzy definitions of responsibilities, of individual roles, of leadership, or of the team s overall mandate. Teams lacking clarity in these critical areas tend to fall apart quickly. 

Fostering learning in the assignment, which enhances the mentees leadership and professional skills as a result. 

The Siemens Graduate Program is focused on identifying and developing employees who could assume leadership positions at MED in the future. These employees are rotated to different business divisions, taking on new responsibilities at each assignment. 

Metrics alone will not improve process safety. Data must be collected, analyzed, communicated, understood, and acted upon. Management s visible responses to identified problems are as important as, if not more important than, the metrics themselves. Objectives may be defined and responsibilities assigned, yet a lack of management follow-up will undermine focus and weaken commitments. Company leadership must be committed to process safety performance. A demonstrated commitment to process safety by an organization s senior leadership is essential. 

The link between quality planning and quality improvement is execution. The continuous improvement cycle (Fig. 5) starts with benchmarking and internal assessment to arrive at a gap analysis. From the gap analysis an action plan with assigned leadership, resources, timelines, and metrics is developed. From this quality plan, the plant s human resources must successfully execute the plan for improvement to occur. It is the leadership s responsibility to assure that the plan is do-able, appropriate and adequate resources are assigned, and that the culture of the plant supports change. This starts with the project leaders who must have not only the technical skills, but also the project... 

In the past two decades, community policing has been frequently touted as the best way to reform urban law enforcement. The idea of putting more officers on foot patrol in high crime areas, where relations with police have frequently been strained, was initiated in Flouston in 1983 under the leadership of then Commissioner Lee Brown. Effective use-research and technical service depend, fundamentally, upon the experimental sciences as practiced by chemists and engineers in modem laboratory settings. Within reasonable limits, the capacity of these functions to consider and to solve problems of concern to customers does not relate to the total number of members assigned to these functions nor to the dollar level of the budget. In this setting, the motivation of the individual experimentalist and the leadership skills of his manager count heavily in the productivity. 

Be sure to ask each individual if he or she is willing to be a reference before giving contact information to employers— your references will appreciate the heads up and can take some time to think about what they would like to say about you. If possible, point your references in a certain direction. For instance, you might say, "The bank seems interested in my leadership ability. Can you talk about the time I took the lead with the group research project you assigned "...
