Academic failure beginning in elementary school—This risk factor involves the experience of academic failure, regardless of the cause of the failure. Therefore, it does not matter if the academic failure is the result of poor teaching, cultural or language issues, or a disabihty. The risk for later substance abuse is increased for any cause of academic failure.

Once again, the difference between Australia and South Asia is one of degree language issues surface in Australian workplaces but for different reasons. Many technicians and skilled workers have migrated from other countries and in a workplace with compatriots they will often prefer to speak their mother tongue. However, all will be fluent in English to a greater or lesser extent. 

Coordination structure is separable from other process language issues. Although it offers rich control structures, it relies on separate systems for resource, artifact, and agenda management. 

In addition, manufacturers obtained language allowing federal standards to preempt state efforts in most cases. Pursuant to this legislation, the Carter Administration proposed appliance standards in mid-1980, but was unable to issue a final rule before the Reagan Administration took over. 

In this section, we provide a brief introduction to the field of display engineering and the human-factors issues which dictate display design. We then assess how OLEDs measure up to the criteria necessary to achieve a commercially successful display technology. But first, we take a short detour to lay out the language used by display engineers and to provide a means of translating from the scientific units that wc have used up to now.
