International harmonization barriers

Given that global trade and international harmonization are key to the development of a sustainable life sciences industry, closer international cooperation is key to tackling technical barriers to trade in medicines. In addition to the ICH process, increasingly regulatory authorities have entered into agreements to enable them to exchange confidential information about approval and safety of medicines. [Pg.17]

The above treatment has made some assumptions, such as harmonic frequencies and sufficiently small energy spacing between the rotational levels. A description is given of the initiatives carried out within the European Community for the harmonization of fire testing. The technical and economic reasons are explained for such initiatives, which are taken in order to remove barriers to trade from the European internal market. Of the various fire aspects, only fire reaction testing is taken into consideration here, because it appears as a major technical obstacle to the free circulation of construction materials. All possible approaches are considered for the attainment of such a harmonization and one, the so called interim solution, is fully described. The proposed interim solution, is based on the adoption of three fundamental test methods, i.e. the British "Surface Spread of Flame", the French "Epiradiateur" and the German "Brandschacht", and on the use of a rather complicated "transposition document", which should allow to derive most of the national classifications from the three test package. [Pg.479]

Developments to Date. It often has been stated that the basic policy objective of efforts to harmonize the U.S. and European laws is the achievement of consistent and effective protection of health and the environment. However, economic considerations — in particular, the avoidance (or minimization) of non-tariff trade barriers — constitute the principal force behind virtually all of these multilateral efforts. The trade in chemicals and chemical products constitutes a significant part of the overall trade between Western industrialized nations. Specifically, the U.S. enjoys a favorable balance in its chemicals trade, and this is particularly significant given the current recession.
