With the development of expert systems, it is possible to think of designing an "advisor" into computer-based instruction - an advisor which will monitor the learner s Activities, intervene with advice when appropriate, answer questions about instructional management, and serve other instructional management functions. But what are the rules which should govern such an advisor And what instructional management activities are best left to a human These are important areas for work in the next decade. 

If GOST doesn t cover conerete requirements for the regime of testing, the procedure may be adopted as standard procedure and in this case the technological instruction with relevant missing aspects has to be developed on the basis of this GOST. This standard procedure must be approved by technical manager of the firm. 

An inventory management system should be established - meaning set up on a permanent basis to meet defined inventory policies and objectives approved by executive management. It should be documented - meaning that there should be a description of the system, how it works, the assignment of responsibilities, the codification of best practice, procedures, and instructions. The system should be planned, organized, and controlled in order that it achieves its purpose. A person should therefore be appointed with responsibility for the inventory management system and the responsibilities of those who work the system should be defined and documented. Records should be created and maintained that show how order quantities have been calculated in order that the calculations can be verified and repeated if necessary with new data. The records should also provide adequate data for continual improvement initiatives to be effective. 

By being independent of the audited activities, the auditor is unaware of the pressures, the excuses, the informal instructions handed down and can examine operations objectively without bias and without fear of reprisals. It is for this reason that it was considered appropriate for the auditor to have no direct responsibility for the work being audited i.e. audits carried out by a manager, supervisor, or foreman of his/her own department or section do not qualify as internal quality audits in ISO 9001 1994. However, they will qualify under ISO 9000 2000. 

The management program should include written facility operating procedures. These procedures should provide ample instruction for sound operation and be consistent with the safety and environmental information, Procedures should be reviewed and updated periodically to reflect current process operating practices. Procedures provide the means for education of new employees about the process and provide education to all employees on new equipment and practices. 

It is not sufficient to issue instructions about (1) and the aid described in (2). We must convince all concerned, particularly foremen, that they should not carry out unauthorized modifications. Error free operation and maintenance can only occur within an effective management system. At the level of the task itself, this is provided by operating instructions. However, at a more global level, separate tasks have to be organized in a systematic manner, particularly if hazardous operations are involved, and where several individuals need to coordinate to achieve an overall objective.
