In the majority of cases, the manufacturer will complete detailed design and "white box" testing activities for the individual infrastructure elements. The results of these activities are not normally available for detailed inspection, and the pharmaceutical manufacturer s IT department would not be expected to have the necessary expertise to perform a meaningful review. 

Installation Qualification (IQ) will confirm that the correct infrastructure and associated operating system software are installed. It will also confirm that the configuration of the infrastructure is documented and that systems are in place to maintain the configuration data. As appropriate, confirmatory tests should be documented to confirm the correct installation and operation of the infrastructure element. If commissioning documentation is referenced, then this must be reviewed and approved to be complete.

In doing life cycle assessments, it is useful to consider the three major categories of products, processes, and facilities, all of which have environmental and resource impacts (Figure 14.5). Products are obviously the things and commodities that consumers use. They are discussed further in Section 14.5. Processes refer to the ways in which products are made. Facilities consist of the infrastructural elements in which products are made and distributed. 

Common in process industries where leaders must maintain manufacturing capabilities to be ahead in competition. Also common as a response to crisis. Stage 4 requires a fundamental shift in the role of manufacturing. Marked by continuous investment in process improvement, internal development of process technology, and attention to the infrastructure element of manufacturing strategy. 

An emergency plan including detailed procedures should be developed to cover all foreseeable aspects of emergencies at a research reactor facility. This plan should specify the set of infrastructural elements necessary to provide the capability to respond to an emergency. This plan and procedures should be tested, reviewed and updated as necessary. The conclusions of periodic emergency exercises should be considered in the updating process.
