Indicative prescribing scheme

The indicative prescribing scheme (IPS) and GP fundholding were both introduced in 1991. These schemes were described by Whalley and co-workers in PharmacoEconomics in 1992 and 1995, including the various incentives offered to both fundholders and non-fundholders to reduce their prescribing costs by allowing a proportion of the saving to be used on other projects in the practice.
