Indicative prescribing scheme

The indicative prescribing scheme (IPS) and GP fundholding were both introduced in 1991. These schemes were described by Whalley and co-workers in PharmacoEconomics in 1992 and 1995, including the various incentives offered to both fundholders and non-fundholders to reduce their prescribing costs by allowing a proportion of the saving to be used on other projects in the practice. At the moment the cloud microphysics-aerosol interaction is included in HIRLAM in a very simple way in the convection schemes, where the cloud condensation nuclei have a lower concentration than over land. Enviro-HIRLAM includes the aerosol dynamics and their indirect effects on meteorology. The use of aerosol may also be prepared by making a 3D field of aerosol that has the characteristics of the currently prescribed values, then the extension to a real 3D distribution of aerosols that can interact with the microphysics is relatively straightforward. Sensitivity studies are needed to understand the relative importance of feedbacks. First experience of Enviro-HIRLAM indicates some sensitivity to effective droplet size modification in radiation and clouds.

Notice that the top and bottom L3 hexagons have changed their modes to P2 (and L5 to A4). The new system is an HED coronoid and cannot be tom down in the prescribed way. If one of the Lr-or A 2-mode hexagons are deleted, one obtains an essentially disconnected benzenoid, also if the Li-mode hexagon was deleted first. This example shows that the sequence of hexagons which are deleted, is not arbitrary. The weak maximum principle can certainly be used to maximize the performance index of Eq. 13.33, for instance, for the independent deactivation problem given by Eqs. 13.40 through 13.45 with the addition of a heat balance at the pellet-bulk fluid interface for the pellet surface temperature 7 [( )s]. Nevertheless, the optimal inlet temperature will be a function of time. Thus, the inlet temperature is to be manipulated in a prescribed manner in time without any regard to what happens to the reactor. This open-loop control is rarely practiced in actual applications because of the uncertainties regarding the model, measurements, and disturbances. Rather, closed-loop control using feedback from the process is usually practiced. This fact should not discourage one from using the maximum principle for optimization, for it will at least indicate what the best possible performance is in a relative sense. At the same time it can yield in some simple cases a very powerful optimal policy such as the constant conversion policy, which can be implemented by a feedback control scheme.
