Implementation of Regulations

Chemicals are an essential part of modern commerce and cannot be eliminated without catastrophic consequences to public health, the environment and the economy. Limiting exposure to the most hazardous chemicals has been the focus of national and international groups for many years. The USEPA relies on the development and implementation of regulations such as the Clean Water Act, Toxics Uses Reduction Act (TURA) and the Clean Air Act (CAA) as regulatory pollution prevention tools.

The report (7) summarized work by Richmond and Linton in England who found that 3% of all human prescriptions in a county studied were for tetracyclines, and that sewage from hospitals contained more resistant organisms than did domestic sewage. They concluded that the main selective pressure for tetracycline-resistant organisms was from medical rather than veterinary use. Richmond stated that "no reduction had occurred in the incidence of antibiotic-resistant Ej coli in Europe following the implementation of regulations recommended in the Swann Report" (7). 

The PEG has been transformed into Paediatric Working Party in relation to implementation of Regulation (EC) No 726/2004. On 29 September 2004, the EC released the first proposal for a Regulation on Medicinal Products for Paediatric Use together with an explanatory memorandum, the Extended Impact Assessment and questions and answers document. The proposal has now been presented to the Council of Ministers and the European Parliament and it will go through the co-decision procedure. The earliest that the proposal is likely to become law is late 2006. 

The development and improvement of analytical methodologies for mycotoxins has been greatly improved by the increased availability of matrix matched certified reference materials (CRMs) (Boenke, 1995) (Table 11.6). The type of matrix CRMs and concentration of the specified mycotoxin are based on the natural occurrence pattern of the toxin in specific foods and feeds. The recent availability of suitable CRMs, while being a prerequisite for the implementation of regulations and standards, will also be invaluable in many ways for the validation of new methods, solving trade disputes and for harmonising proficiency schemes. 

In addition, QA can provide valuable assistance to associates by helping them understand their weaknesses in either knowledge or the implementation of regulations or corporate procedures. In some companies, a well-developed pathway from dissemination of information is present, to provide quick feedback to those audited. 

Information obtained from risk assessments is used to aid public health officials in developing management decisions. However, the public will often view the risks associated with an agent differently than will the scientific experts, even after costly and time-consuming risk assessment efforts have been implemented. These discrepancies may be attributable to difference in how the public and scientific conununities dehne risk, or they may stem from the fundamental lack of trust the public has toward the risk assessment process (Slovic 1991). Regardless, risk perception is an important topic that invariably must be considered before the implementation of regulations or public health management decisions. 

The survey has shown that as far as environmental reporting is concerned, the chemicals industry has moved in line with many other industries by issuing a significant number of CERs. No doubt a major reason for this is the high profile it has acquired in the environmental debate. Also, concerns arising from implementation of regulations, such as IPPC (Europe) and the Cluster Rules (USA), must add to the pressure to allay fears arising in stakeholders minds. 

The committee recommends that each federal regulatory agency establish a formal channel (e.g., through its science advisor or through a formal advisory committee) to ensure incorporation of research laboratory scientists viewpoints in the preparation and implementation of regulations affecting research laboratories.

Polychlorinated biphenyls (PCB) have been analysed for many years in various mediums such as water, sediments, soils and biological mediums. More recently, oil has been added to this list with the implementation of regulations on transformer and reclaimed oils. However, the methods used to analyse PCBs in these oils is not the same as for other mediums since the similarity between the properties of PCBs and the oils could interfere with analysis results.
