Safrole is the 1 starting material for making X today. As a pure chemical it is a schedule 1 controlled substance and, obviously, is illegal to own or buy without a permit. 

As of the year 1998, small quantities of sassafras oil are still being sold on retail shelves without any scrutiny. Usually in 1-4oz sizes. Anything larger is usually sold only through distributors and manufacturers. And as of 1998, the DEA has informed most of these distributors that they (the DEA) want lists kept or sales reported of most, if not all, sassafras oil purchases. Mind you it is not illegal to buy the oil. It s just that you will be put on a list if you do. The operative term here is Watched Substance . Solution have someone else buy it for you. 

If ever there was a reaction that was batch size independent then it has to be this one. A chemist can try to process 200, 500 or even 1000g of P2P using this version of Leuckart and never recover more than 100g no matter how careful she is. This procedure is more in line with those who wish to make steady reasonable supplies of X and should not be used to process more than 100g of P2P at a time. In fact, it shouldn t be used to make any drugs at ail. You see that would be illegal.

Anhydride has been used for the illegal manufacture of heroin [561-27-3] (acetyknorphine) and certain other addictive dmgs. Regulations on acetic anhydtide commerce have long been a feature of European practice. After passage in 1988 of the Chemical Diversion and Trafficking Act, there is also U.S. control. Orders for as much as 1,023 kg acetic anhydtide, for either domestic sale or export, require a report to the Department of Justice, Dmg Enforcement Administration (54). 

The proper choice and appHcation of an insecticide for pest control are predicated upon factors, eg, the life history and ecology of the pest, the relation of pest population to economic damage, the effect of the insecticide on the pest or its plant or animal host, related organisms in the ecosystem, and proper timing of the appHcation to prevent illegal residues at harvest and to avoid damaging of bees and other pollinating insects. 

Cadmium usage, illegal in most of Europe, is being discouraged elsewhere. The U.S. military has cadmium specifications for electronic, fastener, and marine equipment, which requires only cadmium. Tin is being substituted for tin—lead as a metallic etch resist during printed circuit board production. 

When illegal residues have been found in monitoring studies conducted by the FDA or USD A, the reason has often been that no U.S. tolerance had been requested for that particular pesticide in that specific crop. For example, an imported crop would be deemed to be adulterated and would be seized at the port of entry into the United States if found to contain a pesticide residue in the absence of a tolerance in that crop. This is so even if tolerances have been set for the same pesticide in several crops grown in the United States and the pesticide had been used to control a pest that does not exist in the United States. Furthermore, an international maximum residue level (MRL) might already have been estabUshed for that pesticide—crop combination under the Codex system of standards for food of importance in international trade. The U.S. GAO issued two reports on food safety and pesticides in 1991 (89,90). 

Tines discarded in landfills tend to float on top of the ground mosquito infestation and illegal tine disposal cause problems which can be alleviated by recycling. Approximately 45% of scrap mbber, primarily as tines, is discarded in landfills (2). Private landfills may charge up to 3 per tine, and disposal costs at municipal landfills are ca 0.30—0.60 per tine (3,4), encouraging illegal disposal. As the tine piles grow, mbber recovery becomes more economical... 

Many cities of the world do not levy a separate fee on water distributed, and even in those places where water is in shortest supply, a minimal ration may be free to everyone. The problem of wasted water and unmetered water a dding to the overall water demand is not new. In ancient Rome, fountains were coimected to the pubHc water by privately installed and owned lead pipelines, many of which were unrecorded, illegal, and hence untaxed. Frontius, the water commissioner of Emperor Nerva of Rome in AD 96, developed cmde meters to increase revenue and cut demand. 

Prohibition, which made the sale of spirits illegal from 1920 to 1933, actually resulted in increased consumption from 530 to 750 million titers annually. At the end of Prohibition, many mergers occurred and modem technology was introduced to the industry. 

Here, since the measurements were done in an integral reactor, calculation must start with the Conversion vs. Temperature function. For an example see Appendix G. Calculation of kinetic constants starts with listed conversion values as vX and corresponding temperatures as vT in array forms. The Vectorize operator of Mathcad 6 tells the program to use the operators and functions with their scalar meanings, element by element. This way, operations that are usually illegal with vectors can be executed and a new vector formed. The v in these expressions indicates a vector. 

The use of CFCs such as fluorotrichloromethane became quite widespread, particularly as for many years the material was believed to cause few toxic and environmental problems. However, evidence that such materials were damaging the ozone layer became substantial and the use of such materials is to be discouraged and is illegal in many countries. To some extent CFCs have been substituted by methylene chloride (also illegal in some countries) and other fluoro compounds, but these too may prove to be environmentally unacceptable. Labels are mostly small versions of placards. Labels may be found not only on metal containers, but also those made of wood, plastic, carboard, and even paper bags. Since federeil labels require only one label on the outside of shipping containers, labels may not be visible due to the way they are loaded. Containers eire also sometimes intentionally mislabled to prevent identification of illegally shipped material. 

It is bad practice (and in some countries illegal) to fit a valve between a vessel and its rupture disc (or relief valve). Tbe valve had been fitted to stop escapes of gas into the plant after the disc had blown and while it was being replaced. A better way, if isolation is required, is to fit two rupture discs, each with its own isolation valve, the valves being interlocked so that one is always open. 

Today it is usually harder than in the early days of computer control for operators to interfere with the software, override interlocks, or type in coiTect readings. However, many operators acquire keys or passw ords that they should not have, in much the same way as operators have always unofficially acquired and secreted an assortment of tools and adaptors. On one plant an interlock was found to be illegally blocked the password had been disclosed to 40 people, all of whom denied responsi-aility (see Section 14.5 d).
