Hospital trusts

In Guidance Note 14, the Medicines and Healthcare Products Regulatory Agency states that hospital trusts, health authorities and independent hospitals should have clear policies on the use of unlicensed medicines, explaining liability considerations and requiring all those involved in the supply chain to ensure that the unlicensed status of a product is commimicated and fully understood.

In 2002 Burnett compared ISO standards and synthesized an ideal standard that becomes a practical guide for laboratories preparing for ISO accreditation." In his comparison, he supplements the original ISO standards and illustrates their application using a fictitious pathology laboratory and hospital (St. Elsewhere s Hospital Trust). In that context, there are many examples of specific forms and policies that would be appropriate for a laboratory. He also provides additional technical information about the quality required for the intended use of laboratory tests, which is important if the goal of uniform quality is to be achieved for a patient who moves from place to place and country to country. 

All European countries require, in common with the United States, and in conformity with the Declaration of Helsinki, that ethics committees (the European version of institutional review boards in the United States) review protocols from phase I-IV and the general conduct of trials outside the formal protocol document. However, there is wide variation in Europe as to how this procedure is enacted. In countries such as France, Spain and Germany, there is a national system of ethics committees that duplicate similar work at a local level. In the United Kingdom, there are a wide variety of ethics committees, such as commercial committees, those set up by the Royal College of Physicians, and those run by local area health authorities or hospital trusts.
