Guards legislation

In the United States, federal legislation called the Health Insurance Portability and Accountability Act of 1996 (HIPAA) to make patient information more strictly protected than before. Although most pharmaceutical companies have limited access to patient names and other health information, any patient information must be carefully guarded to avoid violation of HIPAA statutes, which address the use and disclosure of individuals medical information by covered entities , and set standards for individuals rights to control the use of their medical information. Violations can result in fines and/ or, in some instances, imprisonment. 

The agencies involved in the federal government sector were the US Department of Defense, the National Aeronautics and Space Administration (NASA), the US Coast Guard, the US Government Services Administration, the legislative branch, and the National Bureau of Standards (NBS). 

Before expecting a change in safety culture, the physical workplace must be put in order. This includes the guarding of all machinery, the erection of handrails where necessary, and any other modification or repair required to bring the workplace up to compliance with safety legislation. Developments from the NEPA such as EISs, and later State Environmental Protection Acts (SEPAs) have had a major impact upon American industry, especially the chemical industry. Industry s response to the introduction of these new legislation was initially guarded, however, as the Environmental Protection Agency (EPA) grew in stature and legislation developed in specific areas of control, industry was forced to react quickly in order to ensure compliance with this new control regime.

The lack of supervision on the night shift and the lack of sufficient guarding were offences under the Ontario OSH legislation. 

But the power in question has a further use. It not only serves as a shield to the executive, but it furnishes an additional security against the enaction of improper laws. It establishes a salutary check upon the legislative body calculated to guard the community against the effects of faction, precipitancy, or of any impulse unfriendly to the public good, which may happen to influence a majority of that body.
