Using the validated dispersion model as the key tool in the strategy development, efforts turned to Step 5, Control Strategy Development. Table I presents predictions of 1987 particulate air quality based on future year emission data bases, and incorporates all of the identified inventory corrections, and emission growth projections. 

Of the nine chloroethanes, the 1,2-dichloride (EDO) poses the highest human exposure risk, by virtue of its high production volume (ref. 5 ). Most of the EDC produced provides the feedstock for vinyl chloride monomer (VC). Dispersive uses and estimated environmental releases of EDC are shown in Fig. 5- Table 14 gives the estimated 1977 consumption pattern and growth projections through 1982.

Detailed information on materials and fabrication equipment and processes is difiScult to obtain. Competition is intense, largely owing to the staggering growth projections for disks, and only limited technical data are available. Nevertheless, a reasonable picture of the state of the art of both materials and process technology can be constructed. 

Whenever possible, companies also seek to fund growth projects that can be expected to give high returns on the capital invested. Growth projects include expansions of existing units, often referred to as debottlenecking or revamp projects, as well as construction of entirely new plants in grassroots projects. 

Agrochemical use declined by about 3% in 2005. However, growth projections in 2003 suggested an annual increase of 4 to 5%, until 2010. 

The revised NAP submitted in April 2004 reflected updated growth projections for the power sector, industrial sectors and the services sector, based on input from stakeholders and modification of the model itself, but not the results of the consultants work on projections. The updated projections indicated that 2010 BAU emissions would be 7 Mt CO2 higher than had previously been foreseen. The bottom-up data used to develop individual sector projections had also undergone substantial additional quality checking to correct errors and anomalies in the data submitted by operators, and some previously unidentified operators and installations had been added. The method for calculating the NER was also modified to be more consistent with overall sector growth projections, and to apportion expected growth between incumbents and new entrants. The number of allowances to be distributed annually under the Provisional NAP totalled 245 Mt CO2, with around 8%, or 19 Mt CO2 per year, set aside for the new entrants reserve. 

The April 2004 Provisional NAP suggested that Northern Ireland electricity facilities might be treated separately from others because of their higher growth projections and the lack of interconnection to the rest of UK. Ultimately, however, no distinction was made between installations in Northern Ireland and those in the rest of the UK.

The United States and Europe have fully formed gas pipeline networks that supply between 20 and 30 percent of the energy needs in each market, with a higher growth projected for Europe (Figure 2.1). In both markets, the sources of gas are relatively distant from the major market centers, requiring the extensive pipeline transport system. This section describes the development and characteristics of the US and European markets for natural gas.
