Ford Administration

Later that year, the outgoing Ford Administration eased the previous federal stand against decriminalization, encouraging discussion of this issue for the first time in a policy statement from the Strategy Council on Drug Abuse. Ford s chief advisor on drugs, Robert DuPont, stated that marijuana was less harmful than alcohol or tobacco and urged decriminalization of limited home production. 

This facility design concept was not considered in White House reviews of reprocessing during the Ford and Carter Administrations, nor as an option for support by President Reagan, who had been elected on a platform to support reprocessing of commercial spent firel. The ERDA and the DOE had reassigned responsibilities for commercial fuel cycle to its Division of Reactor Development (later Office of Nuclear Energy) which supported pilot plant concepts of its national laboratories and rejected concepts based on successful experience and lessons learned from that experience.

Intramuscular or subcutaneous injections are almost always administered a bolus. Typically, the injection volume is less than 1-1.5 mL by the subcutaneous route and usually no more than 2 mL by the intramuscular route, although higher volumes (up to 4 mL) can be administered if essential (Ford 1988). Jorgensen et al. (1996) have shown a correlation between pain and the volume of a subcutaneous injection with volumes of 1-1.5 mL causing significantly more pain than volumes of 0.5 mL or less. Clearly, it is preferable to minimize injection volume wherever possible, particularly if chronic administration is anticipated. When the total volume to be administered cannot be reduced to an acceptable level, two or more injections at multiple sites may be required.
