In 1999, the DEFEAT Methamphetamine Bill authorized 30 million for the Drug Enforcement Administration (DEA) to develop a comprehensive, nationwide plan to target and control methamphetamine. It also added 25 million for methamphetamine prevention efforts, especially in rural and urban areas hard hit by methamphetamine use. This bill also added to the list of chemicals considered precursors to methamphetamine production that could result in criminal penalties. In the same year, the Comprehensive Methamphetamine Abuse Reduction Bill authorized more federal money for methamphetamine treatment and prevention programs, as well as targeting federal resources to high-use methamphetamine areas. [Pg.339]

A research and development program on the recovery and purification of potentially useful by-product actinides from the nuclear fuel cycle was carried out some years ago in the Federal Republic of Germany as part of the "Actinides Project" (PACT). In the course of this program, procedures for the recovery of neptunium, americium and curium isotopes from power reactor fuels, as well as procedures for the processing of irradiated targets of neptunium and americium to produce heat-source isotopes, have been developed. The history of the PACT Program has been reviewed previously (1). Most of the PACT activities were terminated towards the end of 1973, when it became evident that no major commercial market for the products in question was likely to develop. [Pg.48]

A historical sidebar about the California Low Emission Vehicle Program is appropriate here. The program dates back to 1986 when the California Air Resources Board (ARB) staff discussed and debated the fact that we could not achieve the 1987 Federal Clean Air Act public health protection target in spite of doing more than anyone anywhere to achieve clean air. In spite of the auto industry s assertions that they had already been driven to near-zero, more had to be done to reduce vehicle emissions. In fact, the ARB felt that California would never see clean air unless some percent of the vehicle population s emissions were, in effect, zero. But zero had to wait for the unveiling of GM s Impact electric vehicle prototype, the precursor to the EV-1, in 1990. This need, zero, is still true today. [Pg.149]
