Executive Agency Directives

The activation strategy was supplemented by implementation reforms. In 1987 the MSC was stripped of its role in delivering services directly to the unemployed and a new Employment Service Executive Agency was created with the task of integrating the previously separate networks of front line offices. 

TWEA s most dramatic departure from past precedent, believed its authors, was Section 6, the provision that created the Alien Property Custodian (APC). Until just before TWEA passed in October 1917, legislators had plaimed to put the APC in Redfield s Department of Commerce (within its Bureau of Foreign and Domestic Commerce), but their final wording left it to the president s discretion. Wilson instead placed the APC at the head of a new executive agency, the Office of Alien Property, which would report directly to him. 

In the early 1980 s, Gough directed OTA s congressionally mandated oversight of Executive Branch studies of cancer in veterans of atom bomb tests and of the health of Vietnam veterans. He chaired a Department of Veterans Affairs advisory committee (1987-90) about the possible health effects of herbicides used in Vietnam and the Department of Health and Human Services committee (1990-95) that advises the United States Air Force study of the health of Air Force personnel who sprayed Agent Orange in Vietnam. In September 2000, he accepted reappointment to the DHHS committee. In 1995, he served on the Environmental Protection Agency s Science Advisory Board committee that evaluated EPA s dioxin reassessment. 

Regulatory Impact Analyses so prepared are required to be reviewed by the Director of the Office of Management and Budget, subject to the direction of the Presidential Task Force on Regulatory Relief. Thus, Executive Order 12291 affords two regulatory review levels, one by 0MB and potentially one by the Task Force. The 0MB, as an agency of the Executive Office of the President, is in a position to ensure that both the letter and the spirit of Executive Order 12291 are followed in RIAs produced by the several agencies. 

A company s mission statement generally describes in one to three sentences what the company does, its values, and what it wants to accomplish. The authors typically are the company executives or board of directors who set the goals and direction of the company. The target audience includes potential and existing investors, employees, government agencies, advocacy organizations, suppliers. 

Most credible initiating events and their fi equencies can be gathered either from the company s incidents library or from agencies such as CSB (Chemical Safety Board in US), CIMAH (Control of Industrial Major Accident Hazards in US), COMAH (Control of Major Accident Hazards in UK), European Seveso H Directive and HSE (Health and Safety Executive in UK). 

Within the UK, environmental protection is embodied in overarching statutes, e.g., the Environmental Protection Acts of 1990 and 1995, which require both an integrated approach, as embodied in the European Community Water Framework Directive, and a precautionary approach, as embodied in the 1999 Pollution Prevention and Control Act. Statutes are supported by Government Circulars and statements of policy, codes of practice, and orders and policies from agencies such as the Environment Agency and the Health and Safety Executive. 

By the time Bush received the second National Academy of Sciences report, he had assumed the position of director of the Office of Scientific Research and Development. Established by an executive order on June 28, 1941—sbc days after German troops invaded the Soviet Union—the Office of Scientific Research and Development strengthened the scientific presence in the federal govenunent. Bush, who had lobbied hard for the new setup, now reported directly to the President and could invoke the prestige of the White House in his dealings with other federal agencies. The National Defense Research Committee, now headed by James B. Co-nant, president of Harvard University, became an advisory body responsible for making research and development recommendations to the Office of Scientific Research and Development. The Uranium Committee became the Office of Scientific Research and Development Section on Uranium and was codenamed S-1 (Section One of the Office of Scientific Research and Development).
