By this time, I had developed a good relationship with Mr. Jack Yentis, who was president of Photomarker Stem was chairman. Photomarker had a factory in the south Bronx, and I frequently visited it to undertake coatings and evaluations. The program went well, but hit a serious roadblock. Yet another initiative is the Voluntary Children s Chemical Evaluation Program , which has been running since 2000 as a pilot project and centres on 20 chemicals that children are exposed to.30 In a recent evaluation, the program was commended by industry and criticized by civil society (GAO 2007). 

Evaluating the program s impact on public trust is more complicated. Although Responsible Care may have helped arrest the precipitous decline in trust that marked the early to mid-1980s, industry polls continue to reveal low overall levels of public confidence in the industry. To address the concerns of its diverse stakeholders, the chemical industry has formed hundreds of community advisory councils and partnerships with community and environmental activists in an attempt to hear their points of view (see Section 6.7). While individual companies report improved community relations and while the industry is much more open than it has ever been, polls indicate that it remains low in the public s esteem (Moffet, 1999). 

Industry experience with SECS has been fairly widespread, with many companies evaluating the program through the First Data Corporation network. BASF, Merck/Darmstadt, Sandoz and (more recently) Bayer AG have been running SECS in Europe since 1975. SECS is also running at Merck Co., Inc. ... 

Once all the elements of the Process Safety Management system are in place and are being implemented, the Compliance Audit [29 CFR 1910.119 (o)] element provides a means to evaluate the program s compliance level. Every three years, the program must be audited to ensure that it is being implemented as per the regulation. The audits can be done internally, but some companies hire outside consultants to get the viewpoint of an unbiased expert. ... 

The main activities for the remaining part of this program will focus on optimization of the promising membrane-electrode assembly, scale-up to nominal 300 cm and validation in single cells followed by short stack evaluation. The program is scheduled to be completed in February 2003. 

Consult with workers in developing and implementing the program and involve them in updating and evaluating the program. 

Examples include constructing a new control chart with the average control limits or addressing the reasons for the changes, which means evaluating the program to identify the reasons for the changes. 

The employer s basic obligation is to evaluate the safety and health program to ensure that it is effective and appropriate to workplace conditions. The employer must evaluate the program as often as necessary to guarantee its effectiveness. The employer must also revise the program in a timely manner to correct deficiencies identified by the program evaluation.
