Engineering community, responsibility

PLASTEC is one of 20 information analysis centers sponsored by the Department of Defense to provide the defense community with a variety of technical information services applicable to plastics, adhesives, and organic matrix composites. For the last 21 years, PLASTEC has served the defense community with authoritative information and advice in such forms as engineering assistance, responses to technical inquiries, special investigations, field trouble shooting, failure analysis, literature searches, state-of-the-art reports, data compilations, and handbooks. PLASTEC has also been heavily involved in standardization activities. In recent years, PLASTEC has been permitted to serve private industry. 

In February 1992, I attended a conference on professional ethics at the University of Florida, Gainesville. On the shuttle bus to the conference hotel, the only other passenger turned out to be a chemical engineer. I asked him whether there was any consensus in the chemical engineering community about what had caused the Bhopal disaster. His response was immediate and succinct sabotage. Union Carbide has given the same explanation for almost three decades and continues to do so on its website. ... 

The editors, coauthors, and publishers all hope this new edition will find an enthusiastic response from readers in the polymer science and engineering community in general, and from those in the elastomers area in particular. 

The engineering community has the responsibility for providing hardware expertise to perform system safety analysis and to make necessary design changes.

Most of the above studies have related to the use of dynamic vibration absorbers in mechanical systems. While application ofthese systems in civil engineering structures, frequently known as tuned mass damper (TMD) systems, is expected to be different. In last decades, many research studies have been performed to show the effectiveness of the TMD system and the other control devices, derived from TMD, such as semi-active tuned mass dampers (STMDs) and active tuned mass dampers (ATMDs) in civil engineering community in reducing the structural responses, some of which are reviewed in the following.
