They do so in the belief that this will enable many emerging and non-traditional threats (which may appear in low intensity, asymmetric conflicts and non-combatant operations) to be countered with a progressive response. In this section, some of the operational experiences and recent developments for explosives detection are discussed. With increasing frequency the first responders to worldwide post-disaster and postconflict crises are the U.S. and allied armed forces. Incapacitants have a somewhat ambiguous status under the CWC. Development and use is permitted for law enforcement purposes . However, neither of the terms incapacitant and law enforcement are defined by the Convention, and this could become a grey area, for example in the context of peace keeping operations. Much concern has been expressed that this ambiguity would allow development of agents that clearly have dual use potential, military as well as law enforcement. ...
