Recognize that people have certain capabilities the law says that people have equal rights (so it reads that we were all equal since 1776) but some interpret it to mean equal capabilities. Governments should employ people with the specialized knowledge and skills required to ensure effective dmg regulation. We know, for example, by survey, how much time our academic faculty spend on research and how much time they spend teaching. Most of the duties in the Asbestos Regulations are placed upon an employer , that is, the person who employs the workers who are liable to be exposed to asbestos in the course of their work. Although the Regulations always refer to an employer. Regulation 3(1) makes it clear that self-employed people have the same duties towards themselves and others as an employer has towards his or her employees and others. [Pg.386]

Every employer must provide suitable head protection for each employee and shall maintain it and replace it whenever necessary. A similar duty is placed on self-employed people. The employer must make an assessment and review it as necessary, to determine whether the head protection is suitable. In Italy, currently 14 million tons of packaging materials are produced (plastics represent 17% of it which is about 2.4 millions tons) with a turnover of about 14,000 milliards of Itl, where there are 30,000 employed people and 2,000 producting units. At the present, there are two different tendencies in the production of plastics packaging in Italy decrease of the consumption of raw materials per unit of product, and increase of use of recycled plastics whenever possible (mainly for bags, bottles etc) the latter of which represent about 13% of total plastics used. [Pg.29]
