The Department of National Health and Welfare Act gives repon-sibility to this department to investigate and conduct programs related to public health. The Minister of National Health and Welfare has the authority to prescribe, by regulation, standards for foods (and, consequently, water). Although standards have been prescribed for bottled (mineral and spring) waters, standards have not been prescribed for tap water because of the major role traditionally assumed by the provinces. 

Table I shows average values for the levels of these contaminants obtained from various national surveys undertaken by the Department of National Health and Welfare. Some water supplies showed significantly higher concentrations of these substances than those in Table I, and in these cases the contribution via water to the total daily intake would be proportionally greater.

There is a scarcity of Canadian data on ground water quality. In 1979, a survey was undertaken by the Department of National Health and Welfare. Water samples were taken at 30 water treatment plants in 29 municipalities serving 5.5 million consumers, including all major population centers (11). Only three of these were ground water sources where minimal or no treatment was practiced. The total organic carbon content of these ground waters was less than half of that found in water supplies taken from rivers and lakes, and the trihalomethane content was also significantly low.

The PCP Act, which is administered through the Department of Agriculture, and the F D Act, which is administered through the Department of National Health and Welfare (NHW), require premarket testing and evaluation of products prior to commercialization. Both of these Acts appear to be sufficiently broad to enable regulation of both chemicals and microbes developed through biotechnology.
