Other federal and regional agencies that record specialized stream-flow data include the Tennessee Valley Authority (TVA), Bureau of Reclamation, Natural Resources Conservation Service (NRGS), U.S. Forest Service, and the Agricultural Research Service (ARS). 

Rain forests produce wood and leaves at a phenomenal level. However, most of the production is consumed by bacteria, fungi, and other decomposers. The trick to taking economic advantage of rain forest areas is to devise a system whereby consumption of organic products by bacteria and fungi is substituted for by extraction by humans. The best way to do that is to devise a system that has a structure and function similar to the naturally occurring rain forest. That way, the services of nature can be conserved, especially the ones involved with recycling of nutrients mentioned above. 

One of the top conservation strategies identified collectively by this group of conservation organizations was the need to address atmospheric deposition as a threat to the entire Catskills ecosystem. As the forests of the Catskill Mountains provide significant ecosystem services, not least of which is the water supply for 9 million people in New York City, this is no small concern. To the planning participants, the links to the sources of ecosystem stress were obvious, and the significant, century-old conservation investments were not secure.
