As its first public act, the Dmg Abuse Council issued a widely circulated report advocating the decriminalization of marijuana, a tenfold increase in methadone (synthetic heroin) clinics, and the British system of legalized government-sponsored heroin addiction. Over the years safety of medication use has become a serious issue. For example, each year approximately 1.5 million preventable adverse events occur in the United States, costing around 3.5 billion to its economy per annum [14]. Understanding the Consumer s View. In 1997, the National Patient Safety Foundation commissioned a survey of how the public perceives risk when interacting with the health care system.
