Most of this work was done during a tenure of a senior fellowship of the Commonwealth Fund, and the author takes pleasure in expressing his sincere gratitude to the directors of the Commonwealth Fund. As its first public act, the Dmg Abuse Council issued a widely circulated report advocating the decriminalization of marijuana, a tenfold increase in methadone (synthetic heroin) clinics, and the British system of legalized government-sponsored heroin addiction. Following the release of that report, the Kaiser Foundation and the Commonwealth Fund established a matching fund that more than doubled the annual revenues available to the Dmg Abuse Council to push dmg legalization.

Kemball kept an active interest in physical adsorption for several years, but a defining change came in 1946 with the award of a fellowship from the Commonwealth Fund of New York for research and travel in the United States. Influenced by Eric Rideal s long-standing friendship with Hugh S. Taylor, who had known Rideal since World War I when they worked together in London on the catalysis of carbon monoxide oxidation, Charles chose to spend his fellowship year with Professor Taylor at Princeton University. Here he was introduced to experimental work on catalysis and.

Over the years safety of medication use has become a serious issue. For example, each year approximately 1.5 million preventable adverse events occur in the United States, costing around 3.5 billion to its economy per annum [14]. Furthermore, according to a 2002 Commonwealth Fund survey, around 11% of patients in Canada clearly reported that they were given the incorrect medication at one time or another [14],... 

Understanding the Consumer s View. In 1997, the National Patient Safety Foundation commissioned a survey of how the public perceives risk when interacting with the health care system. Of those who responded, 42 percent reported that either they or someone they knew had experienced an injury when visiting a physician s office (Louis Harris and Associates, 1997). Studies by the Kaiser Family Foundation and the Commonwealth Fund support these results. A 2002 Kaiser Family Foundation survey found that one-third of U.S. physicians reported that they or a family member had been harmed by medical error (Blendon and others, 2002). So there are definitely ways to do things better. Furthermore, leaders who have tackled this issue have been able to show results rapidly, and they have found that even small improvements have substantial short-term payoffs. The interventions highlighted by the Commonwealth Fund report are sometimes isolated, sometimes funded demonstration projects, and often not integrated solutions that form an overarching organizational strategy. The use of one-off approaches, while informative, often threatens the achievement of sustainable results. Still, if the efforts are sustained, the financial benefits implied in Table 1-1 are clear reductions in unreimbursed costs of care, improved patient progress, enhanced bed utilization, and more efficient and effective treatment team involvement.
