Civil commitment issues

The effort to stop drug abuse and trafficking raises a number of important general civil liberties issues, including whether persons are being stopped without probable cause that they have committed a crime, whether racial or ethnic profiles are being used instead of specific evidence involving a particular individual, and whether the use of intrusive search techniques (such as use of aircraft or heat detectors) violates privacy. [Pg.30]

After the compliance officer reports the findings, the area director determines which citations warrant formal issuance and which penalties requirement assessment. An other than serious violation addresses issues that would not normally cause death or serious physical harm. OSHA can issue a serious violation if substantial probability exists that death or serious physical harm could result and the employer knew or should have known of the situation or hazard. In the United States, the first codes of ethics for engineers have existed since the beginning of the twentieth century. They have long concerned solely internal issues within the profession. The environmental issue first appeared in 1977 in the code of ethics of the American Society of Civil Engineers (ASCE), in a very modest way. New proposals to transform this recommendation into a stronger commitment in 1984 and 1995, met strong resistance from the profession. The 1996 version introduced a reference to sustainable development in canon 1 along with their definition of sustainable development (ASCE 1977, 2006). [Pg.238]
