In the Cayman Islands, one of the largest offshore centers, the only government is the official "Tax Haven Commission." Law enforcement officers have absolutely no way of getting hold of bank records in such places. Repeatedly, they have identified the offshore centers as the place to look for dirty money. They have not been able to, because virtually all the centers are under British political protection (see below). 

Because the British suppliers of narcotics have ironclad control over offshore bank operations, American organized crime marketers of those narcotics have had a field day in the Cayman Islands and the Bahamas. American drag enforcement authorities know that most of the dirty money arising from the U.S. drag trade and related illegal activities ends up in the Bahamas. There has been, unfortunately, little public heat against the British officials who control the operations. 

This level of control reaches the flagrant. For example, the chief of all banking regulation and licensing in the Cayman Islands, a close third behind Hong Kong and Macao in the big league of dirty money, is one Mr. Benbow. Mr. Benbow is a retired official of Britain s National Westminster Bank, which shares two directors, J.A.F. Binny and R.J. Dent, with the... 

British banks. That is not to say that Panama is clean on the contrary, most of the funds derived from the Colombian trade in marijuana and cocaine are laundered through Panama, through the three large Colombian banks resident there. However, American banks have a measure of maneuvering room that they do not have in the Cayman Islands or the Bahamas, under the snooping eyes of the British authorities. 

Turtle farming has been attempted in the Cayman Islands, but with little success for the hawksbill. There has been much more success with green turtles, but although the shell is thicker than that of wild green turtles, the material is not of very good quality and it tends to crack. It also has a high salt content, which makes it imsuitable for moulding.

The cash most often ends up in safe haven countries, i.e., countries where banking laws protect depositors and enable them to avoid detection or having their financial activities reported. The Cayman Islands, located approximately 150 miles (240 kilometers) south of Cuba in the Caribbean Sea, are a favorite choice because of their bank secrecy laws. 

Clearly, the Internet is a key communications player. It also has undergone progressive transformations. In some disasters only the server computers and communications stay up, and the Internet is almost the only means of communication, as during hurricane Ivan in the Cayman Islands (Chapter 9). 

Hollow fibers and spiral wound modules have been constructed for this application. A module 18 inches in diameter and 5 feet long can produce up to 1,500 GPD. Plants now exist in the Florida Keys, the Bahamas, and the Cayman Islands ranging in size from 10,000 to 60,000 GPD. They have the highest capacity per unit volume for evaporation plants now in existence. It is claimed that these plants are more cost effective than multiple-effect evaporators, but in the author s view, it is doubtful they can compete with reverse osmosis. 

If a jurisdiction with a double-tax treaty network is not needed, one can consider one of the main three tax-free jurisdictions (namely. Cayman Islands, Gibraltar, or Jersey). Otherwise one must look to low-tax jurisdictions, for example, Ireland, Luxembourg, or Netherlands.
