Moisture. Absorbed and retained moisture, especially as ice, has a significant effect on the stmctural and thermal properties of insulation materials. Most closed-ceU plastic foams have low permeance properties most notably where natural or bonded low permeance surface skins exist (29,30). Design, building, and constmction practices requite adequate vapor retarders, skins, coatings, sealants, etc, in order to prevent the presence of moisture. However, moisture vapor cannot be completely excluded, thus the possibiUty of moisture absorption and retention is always present. The freezing of moisture and mpturing of cells result in permanent reduction of thermal and stmctural performance.

For integral building design and performance assessments (thermal comfort, indoor air quality, visual comfort), either integrated building simulation tools must be used or the thermal building simulation must be complemented by airflow and daylighting simulations.

It should be obvious from this discussion that the technique of creating a hazard tree is somewhat subjective. Different evaluators will likely classify conditions and sources differently and may carry the analysis lo further levels of sources. However, the conclusions reached concerning building design, maintenance, layout of traffic patterns, lighting, ok., should be the same. The purpose of developing the hazard tree is to l ocus attention and help the evaluator identify all aspects that must be considered in reviewing overall levels of safety. 

After a complete study of quantitative factors, the selection of the building or buildings must be considered. Standard factory buildings are to be desired but if none can be found satisfactory to handle the space and process requirements of the chemical engineer, an architect specializing in this area should be consulted to design a building around the process - as opposed to a beautiful structure into which a process must fit. 

In addition to addressing the practicalities of database maintenance, we also aim to enhance the range of the facilities available, to make the information within CHIRBASE more readily accessible to users.
