The EPA has established four different control technologies for the petroleum refining industry best practicable control technology (BPT), best available technology economically achievable (BAT), best conventional pollutant control technology (BCT), and new source performance standards (NSPS). Table 13 shows the BPT and NSPS standards that must be met by the various subcategories (40 CFR Part 419). The limitations for BPT actually incorporate those of both BAT and BCT for this industry.

Best practice for instrnment selection, for instrument installation, and to reduce maintenance costs has been identified for the CPI.

CWA to establish the minimum level of control to be required by a permit. Increased international communications nsing e-mail and the Internet, air travel, and telecommnnications have also made scientists in all countries mnch more aware of international agreements, such as the Chemical Weapons Convention, and of best practices for the secure use and storage of chemicals, even on a laboratory scale. However, many chemists throughout the world still do not know about such security practices, and currently there are no certifications in international standards of security like those for safety and environmental protection.

The workshop recalled that the OPCW has been established by the Convention as a forum for consultation and cooperation between the States Parties, which could include the exchange of ideas and the discussion of best practices in such areas as chemical safety and security. In other words, the FC leaves a margin of appreciation to the states on how to implement the convention. See Benvenisti (1999) for a particulariy critical discussion of this approach when it concerns minorities. Art. 14 (2) has been criticized for its extreme unclear and vague wording. There are too many restrictions and conditions attached for effective language protection based on this provision. On the other hand, the flexibility leaves room for negotiatimis in the monitoring process and best practices can be established.
