Nelson was born in Clear Lake, Wisconsin, on June 4, 1916. After graduating from Clear Lake High School, he attended San Jose State College, from which he received his bachelor of arts degree in 1939. He then enrolled at the University of Wisconsin Law School, from which he received his L.L.B. degree in 1942. He then served four years in the U.S. Army during World War II.

A bachelor of science in an engineering discipline, particularly mechanical, electrical, or computer engineering, is excellent preparation for an advanced job. A B. S. in physics or mathematics would point to a more theoretically informed career, perhaps in design. A bachelor of arts in environmental studies is also useful, as emission control is becoming a major part of gas turhine technology. A minor in any science is always heneficial.
