The 28 scan and layer line scan functions are provided as an aid to obtaining better estimates of the unit cell parameters for the substance being studied and in assessing contributions from background scattering and overlapping diffraction maxima. 

Because certain sources emit particles with characteristic elemental signatures, in principle one ought to be able to measure the composition of particles in the atmosphere and then work backward to calculate how much each source contributed to obtain the final, observed particle composition. The Second Review Conference noted that a large number of assessed contributions have not been received on time or in full and urged all States Parties to regularise their payments without delay and in accordance with the Financial Rules in order to provide financial stability. Quantitative measurement of contaminants in the environment is complex and costly for substances like dioxin, which consist of a number of different isomers at very low detection levels. Therefore, such empirical, detailed, site specific monitoring data cannot be gathered independently for each body of water.
